Philip Mulligan
Chief Executive
Environmental Protection UK

Philip has been the Chief Executive Officer at Environmental Protection UK (formerly the National Society for Clean Air - NSCA) since September 2006. Prior to this Philip was the Country Director for Voluntary Service Overseas in Indonesia for five years. Philip has worked as a tutor at Sussex University and worked on many environmental projects around the world, including working on Greenpeace’s Rainbow Warrior. Currently, Philip is Vice Chair of Defra’s Third Sector Advisory Board.

Kay Champion
Project Manager for the South East Intervention Campaign
Environment Agency

Kay Champion grew up in Northamptonshire where she attended Roade School. In 1994 she attended Aberystwyth university to read Environmental Science. Kay's first job was working at Northamptonshire police. She then moved to the Environment Agency where she worked as an Environment Officer before taking over as Team Leader for the London Team . She has also worked as the Sustainable Development Account Manager working across the London Growth Area. Currently Kay is the Project Manager for a number of key pilot projects in the South East which form part of the Waste Crime Innovation Programme (WCIP) for the Environment Agency The effective prevention of criminal activity is crucial to business investment in resource recovery and re-use. The Environment Agency’s WCIP is building on its successful partnerships with the waste industry, business, the police and local government to support businesses that comply with environment laws and crack down on criminal activity that undermines legitimate business. Kay currently lives in Bedfordshire.

Jeremy Taylor
East London Director
Groundwork London

Jeremy is East London Director for Groundwork London, part of the Groundwork Federation, and working to change places and change lives in deprived parts of East London. Jeremy is responsible for a team of 30 staff delivering a wide range of projects and services to improve public space, empower local communities, promote sustainability and help people find jobs.

Jeremy joined Groundwork in March 2007, following a civil service career in HM Treasury and other departments, which included responsibilities for efficiency, PSA targets and relocating civil servants out of London.

Spohie Walker
Delivery Director - Community Safety and Housing
ENCAMS

Sophie has been working at ENCAMS since 2006. She is Delivery Director for Community Safety, Housing and Town Centre Management and as such works with a varied range of partners, including Local and Central Government, Housing Associations, BIDs and other land managers to help improve Local Environmental Quality and reduce Anti-Social Behaviour. Projects include delivery of national programmes for the Home Office and Big Lottery; localised, bespoke Environmental Service reviews and the facilitation of collaborative working through projects such as Neighbourhood Charters.

Prior to this Sophie was Asst. Service Manager for Street Environment Services in LB Camden with responsibility for the Camden Street Wardens and a Regional Warden Resource Centre. During this time Sophie was Chair of the London Warden Network and worked with former ODPM colleagues to develop and promote the wider wardening concept and as a key tool in good Neighbourhood Management.

This experience has given Sophie a broad perspective, spanning operational frontline delivery to contributing to policy and strategy on a regional and national level.

Dewi Hughes
Vice-Chairman
Magistrates' Association Sentencing Policy & Practice Committee

Dewi Hughes has been a magistrate sitting in South Wales since 1983. He is a qualified Chairman in both the Adult Criminal and the Family Proceedings Court.

He has taken a particular interest in community sentences as direct alternatives to custody where appropriate and has served on Probation Liaison Committees and the former Mid Glamorgan County Probation Committee.

Dewi has been a member of the Council of the Magistrates’ Association for the past 9 years; a member of the Sentencing Policy and Practice Committee for 8 years – the last 2 as Vice-Chairman of that Committee.

For the last 4 years Dewi has been the lead member for communications both within the committee and to the Magistrates’ Association members generally.

During this time Dewi has also represented the MA as a member of a Welsh Assembly Government Local Environmental Quality group.

Robin Payne
Head of Enforcement
London Borough of Haringey

Robin qualified as an Environmental Health Officer in 1984 and hs spent the last 15 years a senior manager of regulatory services in two London Boroughs. This includes environmental crime, licensing, planning, environmental health and trading standards. Robin joined Haringey in 2003 to manage a new Enforcement service and with a mission to deliver a ‘cleaner, safer, and tougher’ Haringey.

Simon Baxter
Head of Enforcement and Creative Design
Southwark Council

Simon Baxter joined the London Borough of Southwark from the London Borough of Lewisham and is the Head of Enforcement and Creative Design within the Community Safety Division for Southwark Council.

Simon has been combating environmental anti social behaviour for the past 15 years and has been the subject of Carlton television documentary ‘urban spies’, he has appeared before two parliamentary select committee’s on fly tipping and recycling.

Simon has experience in working within diverse inner city environments (Brixton, Deptford and Peckham) and he has won two national Encams awards for ‘best management of litter and waste’, one for innovation, one for environmental champion and last years overall winner of the cleaner, greener, safer award.

Simon was seconded to the Home Office’s Anti Social Behaviour Unit. Simon was an adviser to the Unit on how local authorities can structure their services to combat environmental anti social behaviour and tackle the problems through innovative solutions and or effective use of legislation.
