This Forum provides participants with an excellent opportunity to examine the latest methods of raising service standards across the fire and rescue service (FRS). Attendees will hear from leading stakeholders, including the National Fire Chiefs Council, on the Government’s services standards as well discussing the future for the sector. In addition, best practice practitioners will share guidance on how to use digital technology, develop an inclusive FRS workforce and work in collaboration to improve the quality of fire and rescue services.

Case Study: Effectively Developing an Inclusive Workforce Across a Fire and Rescue Service

  • Outlining how Humberside FRS adopted and embedded the UN’s HeForShe movement throughout their workforce policies to improve gender equality – the first UK Fire and Rescue Service to do this
  • Examining the impact HeforShe workshops had on fire service personnel across the service, including raising awareness of gender and equality through physical exercise activities

FRS’s attended a total of 170,733 non-fire incidents between June 17/18, an increase of over 20,000 compared to 149,858 in June 2010. This demonstrates that that the pressure and demand for a flexible more varied response from FRS is now greater than ever. Furthermore, according to statistics released by the Home Office in November 2018, Fire and Rescue Services (FRS) attended a total of 556,884 incidents between June 2017-2018. This was a three per cent decrease compared to 576,545 from the previous year.

To help support the fire and rescue service respond to this broader set of challenges and ensure standards remain high across England, the government introduced a new Fire Standards Board (FSB). Her Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) was established in May 2018 to oversee and commission a new set of professional standards. The main areas of focus for the board include leadership and development, improving the identification and mitigation of risks and ensuring a high-quality fire prevention measure.

In light of substantial changes to the operation and governance of FRSs, as well as continued budget cuts, it is therefore vital that fire and rescue services from across the sector come together and implement these new standards. Only through further collaboration and implementation of robust workforce initiatives and innovative preventative measures can fire and rescue services address an increasingly wide array of service demands and ensure the best quality service possible to protect the general public.

Anne Scoging, Head of Psychological Health, London Fire Brigade

Anne Scoging is Head of Psychological Health at the London Fire Brigade. Since 2008 she has held clinical responsibility for LFB’s Counselling and Trauma Service (CTS) which provides counselling services to approx. 5500 personnel.  CTS holds the remit both for the treatment of trauma related problems using trauma-focussed, NICE recommended therapies and for preventative work, making proactive contact with operational staff following attendance at critical incidents. CTS were responsible for creating and implementing the LFB psychological support plan following the Grenfell Tower tragedy. Her role includes responsibility for feeding into the design and roll out of whole-organisation strategies to support and improve the mental health of the LFB workforce.

Roy Wilsher, Chair, National Fire Chiefs Council (NFCC)

Roy was appointed as the first Chair of the National Fire Chiefs Council (NFCC) in April 2017.

Chairing the Council, the professional voice of UK Fire & Rescue services, Roy represents the NFCC in national and international forums. He provides guidance and support to Officers and Fire & Rescue Services all over the United Kingdom. Roy also represents fire and rescue in a range of government and sector forums, and is the first line of advice to Ministers during major incidents.

Roy’s career in the Fire Service has spanned some 35 years.  Roy joined London Fire Brigade in 1981 rising to Assistant Commissioner for Community Fire Safety. In 2004 Roy joined Hertfordshire and was appointed Chief Fire Officer in 2005 and Director for Community Protection and Chief Fire Officer in 2011. In 2013 Roy also became Chief Executive for the Hertfordshire Police and Crime Commissioner.
