Overview

The 2010 NHS White Paper, Equity and Excellence: Liberating the NHS proposed the introduction of a new dentistry contract following a period of consultation and piloting. The new contract will be based around capitation- finding new ways to pay dentists by results, registration- encouraging Dentistry professionals to work with the NHS, and quality- achieving the highest possible standards of dental care. The aim of the new contract will be to improve quality of patient care and increase access to NHS dental services, with an additional focus on improving the oral health of schoolchildren. As a result, and for the first time, dentists will be rewarded for the quality of care they deliver for patients rather than the number of treatments carried out. These reforms form part of the government’s wider plans to modernise the NHS with a focus on improving quality of care and patient outcomes.

In December 2010, the government published the NHS Dental Contract: Proposals For Pilots, outlining its vision for an NHS dental service that will deliver clinically appropriate preventative, routine and complex care for those who require it. The paper also set out proposals to run a series of contract pilots in the summer of 2011, designed to test the three different contract models, fundamentally leading to a reform of the way NHS dentistry will be delivered.

Furthermore, there have been changes to the dentistry regulatory system. All providers of primary dental care services in England that carry out regulated activities must now be registered with the Care Quality Commission.
