Overview
Improving the health of the nation is a key priority for the coalition government. 2 out of 3 adults are currently overweight or obese, and people in the poorest areas live 7 years less than those in the richest areas, spending up to 17 years more living with poor health. In March 2011 it was estimated in The Public Health Responsibility Deal that direct costs to the NHS as a result of physical inactivity, alcohol misuse and obesity are as high as £8.67 billion. Tackling inequality in access to healthcare and improving healthcare outcomes are central parts of the government’s public health strategy.
Healthy Lives, Healthy People: Update and Way Forward, published July 2011, built on the original Healthy Lives, Healthy People White Paper, which was released in 2010. The revised paper outlined the government’s on-going commitment to reforming public health and creating a system that is responsive, resourced, rigorous and resilient.
Local communities have been placed at the very heart of public health, and promised ring fenced funding for public health provision. With the dismantling of PCTs and SHAs in 2013, local authorities will take over their public health duties. Directors of Public Health will be charged with ensuring public health is prioritised within local authorities.
The Healthy Lives, Healthy People White Paper also outlined plans for the establishment of Public Health England. Public Health England will be established as an executive agency, allowing it some independence from central government, and will exist to promote evidence-based practice, supporting local public health delivery and protecting the health of the public.
Health and Wellbeing Boards also play a pivotal role in public health, and have been designated a strong role in local public health involvement. Their role will be to maximise opportunities for integration between NHS, public health and social care, promoting joint commissioning and driving improvements in the health of the general population.
