The Government introduces legislation and strategies and consults with the intention of ensuring that all it's policies meet the needs of the population at large. In the middle are the practitioners charged with implementing and delivering the changes that emerge from Westminster and beyond, ensuring that the government's vision is delivered on the ground to the benefit of all.

The government does not draw up laws in isolation. More and more extensive informal consultations are taking place to ensure that any law changes have the benefit of a thorough consultation with all the key stakeholders at both ends of the policy process. In this way, Government can ensure that the most appropriate solutions are found and implementers can take a more strategic approach - developing policy and planning how those changes will affect them at implementation level.
