This Forum provides the opportunity to gain insights regarding the implementation of Chapter 2 of the Childhood Obesity Strategy, exploring how schools and local authorities can work in partnership to raise standards of physical education and educate pupils on healthy lifestyles. Attendees will hear from schools effectively utilising the pupil premium to deliver outstanding physical education, and will have the opportunity to examine the role of local authorities and charities in successfully promoting access to sports.

In the 2016-2017 school year, the number of children classified as obese when entering reception classes rose from 9.3% the preceding year to 9.6%, according to figures from NHS Digital.

In June 2018 the government published the Childhood Obesity: A Plan for Action Chapter 2, with the stated ambition to halve child obesity rates by 2030 and significantly reduce health inequalities. The strategy sets out key actions in areas including sugar and calories reduction, advertising and exercise, making clear that this approach will only be successful through combining preventative measures, healthier eating and sport and physical activity. The plan drives forward the 2016 Child Obesity Strategy. The role of schools in tackling childhood obesity through nutrition and physical activity is highlighted with commitments to updating the ‘School Food Standards’ and working to ensure all primary schools adopt an active mile initiative. To support this, the government has also committed £1.6 million for 2018/19 to encourage pupils to cycle or walk to school.

In July 2018, Ofsted published Obesity, Healthy Eating and Physical Activity in Primary Schools: A Thematic Review into What Actions Schools are Taking to Reduce Childhood Obesity. The review highlights the core areas where schools can make a positive contribution including embedding themes such as healthy eating and learning about the body within the curriculum. This is in addition to teaching skills such as cooking and providing a range of dedicated opportunities for physical exercise. The PE and Sports Premium funding for schools was increased by 50% for 2017-18, from £160 million to £320 million and remaining at this level for 2018/19, in recognition of the importance of PE for pupil’s health and wellbeing. The government has further demonstrated its commitment to boosting school sport through its intention to publish a School Sport Action Plan and Sport England’s £13.5 million investment between now and 2021 to train over 17,000 secondary PE teachers to work to instill a positive attitude to physical education within pupils.

The government has stated that the new inspection framework that Ofsted is developing for September 2019 will specifically consider how schools build knowledge related to healthy behaviours. This will be complemented by the commitment to enshrine compulsory health education within the primary and secondary school curriculum through the new draft guidance for health and relationships education, due to become compulsory from September 2020.
