Russell Dalton, Chief Operating Officer, Diocese of Worcester Multi Academy Trust

Russell became a School Business Manager 13 years ago after a full career in the Army.  After leaving the Army he worked at a large High School in Worcestershire and, along with his business team, supported a number of primary schools.  He is now the Chief Operating Officer for a 12 school MAT, which is growing.

When he first became an SBM he found the school in a deficit situation, through a lot of hard work and introducing new initiatives he moved it to a ‘comfortable’ surplus.  He has also been very lucky in securing funding to significantly develop the facilities, which has kept him extremely busy over the 13 years!  Along with this, he was credited as being the driving force in converting the high school to academy status in 2011 and then working with the project team for the formation of a MAT prior to moving to his current role.

He has completed the CSBM, DSBM and ADSBM; this knowledge and experience has enabled time to be recruited as an SBM Advocate for the NCTL in the past and more recently as a NASBM Associate Practitioner.  He helped form the local Business Management network in Worcestershire, which he proudly chairs and he had the privilege of being nominated for the SBM of the year in 2011, where he was runner up.  Russell regularly works in an advisory capacity at both local and national level and is an avid advocate for collaborative working.  He thrives on the entrepreneurial aspect of the role which has seen him form a trading arm for his previous school which now turns over in excess of £600,000 a year.

Dr Rachel Gordon, Director, The School Funding Service

Rachel Gordon has been helping schools find and apply for grants for over 10 years. She has advised hundreds of schools on grant fundraising and written winning bids to secure funds for a wide range of projects from playgrounds and sports equipment, to after-school clubs and extended services. Rachel has delivered fundraising workshops across the country at education conferences including EdExec Live and the School Finance Conference. She has also written articles for FundEd, Ed Exec, Headteacher Update, and SecEd.

Lisa Forster, Senior Consultant, CIPFA

Lisa is a CIPFA qualified accountant and prior to joining CIPFA in 2008 spent 18 years working in a number of local government finance roles. This included including education finance, economic development and corporate finance. She was a partner in developing a ‘needs led’ curriculum funding model for schools and was seconded to the F40 group for a short time to develop this further.

In her current role as senior consultant she provides bespoke support to public sector organisations on financial management issues. This includes financial assessments, options analysis, alternative service delivery arrangements and VFM appraisals.
Lisa also provides tailored in house training around financial skills and commercial awareness. She has written and delivers accredited qualifications to a post graduate level, and has also authored and co-authored a range of financial publications for CIPFA. Lisa is also a qualified training assessor.

Over the past few years Lisa has worked with a number of national bodies on joint projects including research, best practice, training, publications, and working groups. These include the Department for Education, the Department for Energy and Climate Change, the London Energy project, ASCL, the Institute of School Business Leaders (ISBL) , the National Audit Office and the Audit Commission.
