Cloud Computing in the Public Sector: The Way Forward

Overview
The government is committed to creating a sustainable, cost effective and flexible ICT strategy to improve public service delivery within the UK. An estimated £18 million was invested into public sector ICT in 2010-2011 with this investment set to rise over the next five years.
A key milestone in the government’s ICT strategy, published in March 2011, is the G-Cloud or Government Cloud with the subsequent G-Cloud Sub-Strategy published on the 28 October 2011. In November 2011, the ‘G-Cloud Delivery Board’ was established to implement the government’s programme for cloud computing while a separate G Cloud Authority was set up to oversee the long-term plans of the commodity services. This ‘public cloud first approach’ to procurement is a key enabler of efficiency savings with as much as £340 million estimated being saved between now and 2015.
In addition, a large focus of the government’s G-Cloud work will be based around data centres. By doing this, the government hopes to save £20 million in 2012-2013, £60 million in 2013-2014 and £80 million in 2014-2015. With the government currently using only 10 per cent of its data centre capacity, the scope for increased efficiency and financial savings is significant.
Cloud Computing signals a distinct move away from expensive and lengthy processes associated with public service delivery to a modernised approach focusing on sharing recourses and online infrastructure. This is a vital change if the government’s goal of cutting costs and delivering future public services online, outlined in a policy known as Digital by Default, is to be achieved.
The Government Cloud will involve a major change in the way that ICT is acquired and supplied; this in turn will require significant change in both ICT providers and public sector organisations. This forum will provide delegates with a timely update of government policies and the opportunity for all to examine and discuss how this strategy will be implemented.
