In December 2018 the government committed to delivering the recommendations included in the Hackitt report from May 2018, with an emphasis on a more effective regulatory and accountability framework, clearer standards and guidance, and ensuring that residents are placed at the heart of the new framework.

As the report states, those changes to the regulatory regime will help, but will not fully succeed in minimising the risk, without a change in culture from one of doing the minimum required for compliance to one of taking ownership and responsibility for the wellbeing of all residents.

Additionally, the Competence Steering Group (CSG) has published an interim report in August 2019, setting out their proposals for oversight of competence and building safety register among other things.

Neil Yeomans

Head of Property Compliance, Orbit

Neil comes from a regulatory background, where he held a senior role in housing standards enforcement.  He is now the Head of Customer Safety at Orbit Housing who manage over 42,000 properties.  His experience whilst a regulator included investigating injuries and fatalities caused by substandard housing, which gives him a keen insight into where housing providers can improve upon the way they deliver housing safety.

Neil built a new Compliance Team at Orbit in 2017, which has a non-traditional structure, designed to deliver organisational cultural change.  He is passionate about helping other housing providers to transform our culture to the one envisaged by Dame Judy Hackitt in the Hackitt reports following the Grenfell tragedy.

Peter Cowland

Vice President, The Institute of Fire Safety Managers

Peter Cowland joined the Fire Brigade in 1964 progressing through the ranks to Divisional Officer in the London Fire Brigade. He transferred to Hertfordshire in 1988 where he served in the roles of both Divisional Commander and County Senior Fire Safety Officer.

He first became involved in fire safety as an inspecting (enforcement) officer in north London and obtained considerable experience in risk assessment, the fire certification of buildings, and training of staff.  Progressing through the ranks to become a senior fire officer, he gained additional skills relating to personnel management, fire-fighting command and control. He has seen and experienced the devastating effects which fire can have on buildings and their occupants.

Retiring in 1996, after over 32 year’s service, he took up employment with the Fire Protection Association (FPA) initially as Senior Training Officer and afterwards as their National Fire Safety Co-ordinator. During this time he was seconded under contract to British Airways at Heathrow Airport London, where he trained Flight and Cabin Crew in fire fighting techniques on commercial aircraft.

In 2001 he left the FPA in order to develop his own fire consultancy in which he worked for a further 12 years, retiring (again) in 2014.

For nearly 25 years he has been an active officer in the Institute of Fire Safety Managers (IFSM) working on their Technical Sub Group as well as being in charge of all their finances. In 2010 the IFSM became a Company Limited by guarantee, in which capacity he is a Director having financial overview.

Peter is a Corporate Member of the Institution of Fire Engineers, a Vice President and Life Fellow of the Institute of Fire Safety Managers and a Life Vice President and Fellow of the Institute of Fire Prevention Officers.

Will Atkinson

Policy and External Affairs Manager, Community Housing Cymru

Working in housing policy for five years, Will’s career has spanned both housing associations and homelessness service providers. His position at Community Housing Cymru covers welfare reform, supported housing, homeless and housing management. Whilst leading on building safety, Will implemented the CHC co-ordinated primary fire authority scheme. Will is also a board member at The Wallich, Wales’ largest homelessness service provider.

Peter qualified as an Environmental Health Officer in 1980 and has been in continuous practice in that profession ever since, working both in the public and private sectors.

During that period he has been actively involved in the founding and development of the health and safety and food hygiene courses offered by the Chartered Institute of Environmental Health and is a founder member of the Environmental Health and Safety Training Council.  He currently teaches the full range of courses offered by the CIEH, ETC and the food hygiene courses of the Royal Institute of Public Health and has been an examiner for these institutions.

His lecturing experience is diverse, ranging in venue from Cambridge University and Ashridge Management College to the teaching of inmates within prisons.
